Bridgeport Borough Council will consider a major update to its animal code Tuesday, Oct. 27, including an entirely new section regulating feral and stray cats.

Bridgeport’s current Chapter 155 contains four sections covering prohibited animals, barking dogs, dogs running at large and pet waste. It currently contains no feral-cat regulations.

Under the proposed ordinance, residents generally could not feed feral cats unless registered annually as a Feral Cat Caregiver. Caregivers would have requirements involving spaying or neutering, vaccinations, ear tipping and identifying colony and feeding locations.

The proposal would also authorize designated borough officials, upon finding “satisfactory evidence” of a violation, to enter premises and trap or seize cats for treatment.

Some $1,000 fines and possible jail terms appearing in the draft already exist in Bridgeport’s current animal code. However, the proposal would increase the maximum court fine for pet-waste violations from $300 to $1,000.

Council will consider Ordinance 2026-006 at its 7:30 p.m. meeting.
